In an increasingly globalized world, more and more individuals are becoming mobile. This increase in mobility has shifted demographic and health trends.Within South Asia, migration, poverty, and discrimination that can hamper access to critical information and services can increase the vulnerability of mobile populations, particularly to HIV & AIDS. Data from studies in Nepal estimate that 46% of Human Immuno Deficiency Virus (HIV) cases in Nepal were among seasonal mobile population to India Mobile Population’s Access to HIV & AIDS Services, Information and Support (EMPHASIS) programme seeks to reduce the vulnerability of key mobile populations to HIV & AIDS among two mobility routes between Bangladesh/India and Nepal/India. In recognition of the importance of legal and policy contexts for our work, this report seeks to summarize a review of relevant laws and policies related to migration, health and HIV&AIDS, and labour.

SAGUN program has successfully practiced and used Livelihood Improvement Plan to understand and improve household livelihoods through participatory excercise. The LIP concept considers livelihoods to comprise of five assets namely: social, human, physical, natural and financial.

SAGUN program has successfully practiced and used Participatory Governance Assessment to identify the status of good governance among community groups. Participants evaluate the extent to which prevalent decision making and management practices meet four governance pillars namely transparency, participation, accountability and predictability.
