Phase I of the project, which was implemented from December 1990 to mid-1997, created many self-help community organisations. Phase II focuses on strengthening the long-term sustainability of these groups so that they acquire the ability to plan and implement development activities on their own.

Other interventions include agriculture and forestry development and management activities, construction of small scale drinking water and irrigation schemes, family health improvement activities and VDC and DDC strengthening programs
